Mahal Child Safety Standards
Mahal maintains a zero-tolerance policy against Child Sexual Abuse and Exploitation (CSAE). This page explains our standards, in-app reporting tools and child-safety point of contact.

Our Commitment
Mahal is a community-driven social platform where users share local events, announcements and developments happening around them. The platform is developed by Qeople Yazılım ve Medya A.Ş. ("Qeople").
The safety of children is a top priority for us. Child Sexual Abuse and Exploitation (CSAE) and Child Sexual Abuse Material (CSAM) are strictly prohibited on Mahal and on every service operated by Qeople. We enforce a zero-tolerance policy in this area.
Zero Tolerance
Any CSAE/CSAM content is removed immediately, the associated account is permanently suspended, and the matter is reported to the competent authorities in accordance with applicable laws.
Prohibited Content
The following content is strictly prohibited from being created, uploaded, shared or distributed on Mahal:
- Any image, video, audio or text depicting the sexual abuse or exploitation of children (CSAM).
- Content that sexually targets, sexualizes or solicits minors.
- Sexual comments, messages or interactions directed at minors.
- Attempts to contact, groom or sexually solicit minors.
- Soliciting, requesting, distributing or trading sexual imagery of minors.
- Content that promotes, normalizes or defends child abuse.
- Violent, harassing or bullying content that endangers the safety of minors.
- Unauthorized sharing of children's personal data (name, address, school, location, photos, etc.) without parental/guardian consent.
Age Restriction
Mahal is designed for users 18 years and older. Age is declared during sign-up; accounts found to belong to users under 18 are terminated. Accounts suspected of belonging to children are reviewed and acted upon as necessary.
In-App Reporting Mechanism
The Mahal app provides in-app reporting tools so that users can report content that violates our community standards — including CSAE — without leaving the app.
Reporting Content
- Tap the three-dot (⋯) menu in the top-right corner of the post, comment or profile you want to report.
- Choose "Report".
- Select the relevant category — use "Child Safety / Child Abuse" for child-safety violations.
- Add a short description if needed and submit. The report is sent to the Mahal moderation team.
Blocking and Reporting Users
The "Block" and "Report" options on a user profile let you report suspicious or unwanted users and prevent them from interacting with you.
Direct Contact
In addition to the in-app tools, urgent or sensitive child-safety reports can be sent directly to childsafety@qeople.com. This mailbox is dedicated solely to child-safety reports and is monitored by the Mahal moderation and compliance team.
Addressing CSAM and Actions Taken
When Mahal obtains actual knowledge of CSAM or CSAE-related content, we promptly take the following actions:
- Immediate removal: The content is removed from the platform as soon as it is identified.
- Account suspension / termination: The account that created, uploaded or distributed the content is permanently suspended or terminated, and we take measures to prevent the same user from re-registering.
- Preservation of evidence: Relevant content, metadata and user information are preserved securely in compliance with applicable laws for use in legal proceedings.
- Reporting to authorities: The matter is reported to the national and international authorities listed below, in line with applicable laws.
- Internal review: The incident is reviewed retrospectively by our moderation team, and process / system improvements are made to prevent recurrence.
Legal Compliance and Cooperation with Authorities
Mahal is committed to complying with all applicable national and international laws on child safety, including in particular:
- Turkish Penal Code No. 5237 (in particular Articles 103 and 226 — sexual abuse of children and obscenity offenses)
- Law No. 5651 on the Regulation of Publications on the Internet and Combating Crimes Committed by Means of Such Publications
- Personal Data Protection Law No. 6698 (KVKK)
- United Nations Convention on the Rights of the Child
Confirmed CSAM incidents are reported — within the framework of applicable law and legal process — to the following authorities, and we cooperate with judicial and administrative bodies as required:
User Safety and Responsibility
We expect Mahal users to:
- Report inappropriate content through our in-app reporting tools.
- Report suspicious or potentially malicious users.
- Comply with our community guidelines and platform policies.
- Respect the privacy of children and never share personal data about minors without parental/guardian consent.
- If you believe a child is in immediate and real danger, contact local emergency services first — in Türkiye 155 (Police) or 112 (Emergency Call).
Child Safety Point of Contact
The following is our designated point of contact for child-safety reports, requests from law enforcement, and CSAE-related notifications from Google Play. Messages received through this channel are prioritized by the Mahal moderation and compliance team.

Child-safety reports are reviewed as soon as practicable — within 24 hours at the latest — and action is taken on confirmed violations.
